A University of Liverpool lecturer in EU constitutional law, Professor Dougan, makes the above claim, whilst explaining how the EU works, complaining that there is not enough clear explanation about how EU laws work.

The myth of sovereignty is one of the most interesting points. I can’t tell you how often such ideas are brought up in debate, and how often they are incorrectly understood. For example, he clears up that:
“There is no doubt whatsoever that the parliament at Westminster is the supreme lawmaking authority in this country…. And if the UK courts sometimes give priority to EU law in the event of a conflict with domestic law, it’s purely because our parliament has expressely instructed them to do so in our legislation.”
